How is the 50% income requirement determined?
At least 50% of the applicant’s annual income must come from commercial fishing activities. Total income includes income from all sources reported on state and federal tax returns, including passive income.
First time applicants with no history of commercial fishing shall not be denied on the basis they cannot provide evidence that they have derived 50% of their annual income from commercial fishing activity. In this case, the Department requires a notarized statement declaring no income from commercial fishing for the prior year. First time applicants shall still provide Form R-1334 showing that they intend to derive 50% of their income in the upcoming year from commercial fishing; an affidavit signed in the presence of an authorized Department of Revenue employee is sufficient if an applicant is unable to have Form R-1334 notarized.
